Not sure how low the percent can be but it does infact have a chance to drop at 50%, although it's rare to get one over 40..

Assault Crush was buffed only recently on JP, around the time of Guardians Chronicle 2nd, a little before it, I think. You'll see that in ~2 years.

Don't bother bringing Assault Crush to 50 on the 360 servers, it's a very average PA still on your servers, I rarely used it. I would recommend you use Twin Claws, Twin Daggers, Single Sabers,...
