Which potential should I pick for the new gal wand?

Only the potential affects zanverse? What about attack? Is it worth extending the red rifle to lv9-13 since I won't be contributing damage with rifle PAs?

Is red rifle with wind attribute still the best weapon for Te/Ra situations?

How does Te/Br fare without rikauteri? Is it better to just go Te/Fi instead? I have full TATK mag so according to the guides Hu doesn't benefit from it very well.
