I just finished up west tower, and Central Dome Fire Swirl is not included in the US version of PSO+.

the amount of speed kasami bracer adds CAN stack on top of whatever battle unit you have. But thats the only time you can stack that sort of thing.

I did the fire swirl quest on the Japanese PSO+, and try as I might, I couldn't get the mark 3 mag. They've probably removed the prize all together, since the mark 3 is no longer an obtainable item....
