Hello i was just woundering if you could still import symbol arts and if so how and what is the size for the art? also if you can still import is there websites that i could use?

So when i go to the daily quest person to grab a quest it says it can still be down within 24hrs but when i go to do it and come back it has already reached the dead line. My time is (utc- 08:00)...
