The lowest PP Cost for any crafted PA is just its base cost when uncrafted, since the demerit is increased PP cost on all of them but have the chance to being +0.

Since Bows are used primarily for bosses, Ideal would be the best by a good margin. Only thing that out-damages Ideal right now on bosses would be the Nemesis Bow against Anga, but it's not by much...
