Of course it's fully possible to have a universal release date, but this is only when taking into consideration the financial benefits of it....
Your outburst of negativity is rather unfounded.
PSP1/2 and PSZ, while taking their time to get here, were both well received and Sega are to be commended for taking the gamble of bringing them...
Phantasy Star really isn't as popular in the West as it should be, though. Sega's perpetual lack of urgency outside of Japan is fairly consistent with the sales.
