Kubara would has nothing to do with ult PAs....
You can't get the Ultimate PA's offline...you can't even get them online in the US yet...I think the only way to get them offline is on PSUJP using a program to disable Gameguard so you can modify some files.
Kubara Wood...go to What is in the Ruins? and break open every box...I think the last set has a low chance of dropping it. It's more common online because you need more Kubara Wood online than off. I think the only Kubara weapon offline is the Svaltus Sword (and I think the Bulb/Fan).
