Looks to be for a hunter/ranger with a head slot, rather than a force. At least I wouldn't sacrifce 90 TP for 50 MST. But for a hunter or ranger class to boost their MST, might be worth it. TP is worthless to them.

Answer to you original question: it has the same worth as any of the upgraded arm unit type items (hard skill/charge, etc).
