Help for Offline gameplay plot

I'm not sure what chapter I'm on because it has been a while since I came back to playing this game, but I'm on the level where Maya and Karen are in danger, and Ethan wants to help but the President has forbidden it. I can't seem to figure out how to keep the game going here. I have travelled to every planet, every Guardian bases, and nothing. Where do I go to start this mission.

Dark Satellite, Last chapter, 4th floor Clyez City, when you get off the stairs go RIGHT and BACKARDS, should be another door thing there...
