Just happened to me as well...
I was gone for over the weekend and a few days and I just tried to log on and got the same thing.
Went to PlaySega to fix it....Hope it works.
Do NOT know why but now iam Not getting a general error but now a High Risk Flag. it states due to incorrect or incomplete information but how can that be its the same card with the same information iam even using the details of my old Subscription (what it will display) to check what iam imputing is correct.
Oh well iam going to try a few more time around midday (UK) and if it doesnt work and SEGA still do not reply to me (either my phone call or the email i just sent em) buy tonigth ill mail em one more time and get trading standreds on to this as it is annoying and affected and affecting a fair few people in both Regions.
Sega has somewhat of a solution you need to wait 24-48hrs as a previous poster posted.Then once it finally says cancelled you can resume it.Sadly i spent the last little bit of money on my card.I hought sega would give me a week long run around now im broke,but tommorrow is pay day *(^_^)*

i think this is like the hwole billing prblem PSOGCN had a few months ago.
