Yeah, of course.
The halp sarafi was a holiday rare you'll be lucky to get a couple of weeks a year to hunt it. You can get a deva zashi anytime.
It really is a no brainer. (IMO)

No, Halps are not only better all around but the board always works plus the PP regain is awesome one the thing, it took me only a hour to level up a brand new PA for daggers with it.
