Well, the obvious choice is pinkal for forces, since you are supposed to be able to find the lv 30 techs with pinkal.
Skyly is supposed to be the 'best' for HU's, but I think you shouldn't have more then one skyly character. My id's of choice on a mem card would be...
Hu - Skyly
FO - Pinkal
RA - Redria
HU/FO/RA - Yellobonze
You should have your swords, techs, wands/canes/ect., armor, and all around covered from those me thinks.
