If you just follow the instructions, cancel your subscriptions then purchase a new one (Once it's officially cancelled, give it a few minutes) you'll be fine. You'll keep all your characters and everything.

i followed what they said i had to do, then it ended up that nothing was working still.

The credit card you have listed in your screenshot expired last month (6/07).
So, uh, yeah, try using a credit card that isn't expired, that usually helps. Not Sega's fault this time.
