you shouldn't ask for having a pay account thats not good and maybe there are many people trying to register and they cant!!

Did that happen to you?
We use the ISP email address requirement because hostile users would sign up under a bazillion yahoo, hotmail, etc accounts and spam the forum, each time one username and email was banned, they'd use another.
Thus, if you want to post here, you need your ISP's email account. Very simple really, if you're on an internet that offers atleast one email account(the majority do), then you're fine.
