Not really sure, because it drops so randomly in any given mission.

or you can try Holy Grounds on S2 Catilium drops there in fair numbers. Also dont you need 15 Zon-photons for the mugentek (from what i have heard and read its like Crimson, Skella, Dedda, etc in that it can be only one element)
