I guess the way to get PAs is to get S ranks with NPCs in your party, right? Well, in that case, which NPCs give what PAs? Most notably, I want Dus Daggas (or Majarra), and the second twin dagger PA (Was it Mobou?).

I think what PA's the NPC's hand out are based on the weapons they use. So your best bet would be to party with someone who uses that weapon.
If you can't get it that way, I believe it's all available when you beat the game.
Yeah, clear story mode and all PAs will be available at their respective shop. (GRM has the bullets, YOHMEI has the techniques and TENORA WORKS has the skills)
Seeing how no enemy has been over lv15 so far, I doubt beating story mode will be difficult. I think I'll do that.
