Ryucross is only available on the JP servers. It is a "new" planet that will be available to the US servers when we receive our version of the Maximum Attack G event (most people are speculating late March, early April for this event).
HIVE is HIVE. It's accessable on the 4th floor GC.
No new planets in the game play sense. As far as the story is concerned, Ryucross is a HIVE that's the size of a planet, but it's not a new planet with its own cities. Ryucross is simply accessed from the GUARDIANS Colony. HIVEs are satellites scattered about the area. Under the original definition, they were A-Photon reactors that had been corrupted and contaminated by the SEED to turn into SEED breeding grounds.

The HIVE missions can be accessed through the space dock. As you first enter the fourth floor and are facing the ramp to the fifth floor, the space dock is located southeast of your position. In other words, as you are facing the ramp to the 5th floor, take a 90 degree turn to the right, run towards the counter that will be in front of you, then make another 90 degree turn, past the benches and you should see it.
