I find it quite often in desert goliath, there's a wall in one of the rooms that if you walk around and behind it, there are 3 boxes in triangle formation. From what i've seen, the drop rate is about 2/5 chance of finding one, and that's pretty damn good if you think about it. 40% lulz

You could also try finding it doing C runs on System Defense, but the most luck I've had getting Spicia is doing the Episode 2 Chapter 2 Story Mission on B rank (C is possible too). Just go through the first block until you have to backtrack to the last Jarba room, and the three boxes behind it have a good chance of dropping. (I'd estimate about 1 in every 3).
It'll take you a few minutes to get to that point, then abandon and repeat.
Forgive me for being ignorant, but why *is* Spicia so expensive? What's so great about it?
I think you need five of them to get a Frying Pan at the Parum Trade counter.
