7 months later and my characters are still here. So whats the level cap now? and how do i select people?

Congratulations. The cap is 140, and I don't know what you mean by selecting people.

Because the servers are so under-populated (for an MMO anyway) Sega really doesn't have any need to clear the servers of unused characters unless the populations spikes and they start clogging things.
