do they ever drop? im level 132 and all i have gotten from them is a pd, I understand tollaw is a hard drop but the gulgus should be an easy one right?

Completely depends on the section ID. It seems like you're not aware of how sec. IDs and drop rates work. On ultimate, every enemy has a single, unchanging rare drop which depends on the section ID you're using. Though the rarity of the drop depends on the ID, some enemies usually have rarer items while others usually have easier drops. Tollaws usually have pretty rare drops, but to find out how rare you have to look on the Drop Chart for your ID on the main site.
