PSP2 will be just like PSP1 on that they will have DLC. so I can image that for the first few months that PSP2 launches, they will still need developer to work a lot on there.. (not to mention that it can online now too)
After a few months, they will come back from the portable games, since it is getting old, and add some PSP2 weapons into the online server... (if that isn't too late to come back...)

What is this character download feature? Does that mean you can login and download your character data for offline/extra mode?
I don't thing they have ever had a major part of programmers working on PSU updates, if they had who would have made Unleashed, Zero and Portable 2? (sonic team members worked together with alpha system in PSP2), they provably had a monkey that copied and pasted pieces of existing stages to make new missions, that's all. Also sakai mentioned they have plans for the tenth anniversary of PSO, if he meant a new game then they can't obviously be focusing in PSU as much as they used to do, and I'm glad about it :P
Ok on Psp:2 you can upload you cher from the jp servers and tadah you get the Exam blade its just like the whole withtill(dam my spelling) wings but yah i am so doing just for the fan service
