Do different weapons of the same type, i.e. Spears, Axes ect... do they all have the same attack speed or do some differ from others? It looks to me that the Nova Crusher axe swings faster then the Ill Gill Testament.

It's random. Just keep trying.

Or alternately, if you have Jpn DLC missions spam MAX III and if you get all four chips, take the portal just before the last door in the last block, that path will lead you to fight Vivienne clones if you do the mission on A rank. She has a chance to drop her namesake weapon.

Doing the same mission on S lets you fight Helga instead and she has a chance to drop her poster and Halp Serafi.

You can get that from Gemaga, but only at higher levels I think.

What's a good level to start running the gemaga and max missions. I'm vanguard rank 10 level 79 and promptly had my arse handed to me by the forces in gemaga -_-;;;

My rank 10 hunter does much better than my vanguard I can get to the vol brothers before I die lol.

According to that other source on the internet, I'm supposed to be able to change the special effect of a weapon after using an Extend Code on it. How do I do that? The changing that is.

You can just choose to keep your current effect if any, or pick a new one when you do the extending.
