Heaven's Punshment special

on the description it says the special attack is based on time, i know how the time and beats work but what I'm curious is what determines the damage of the special attack? excluding the obvious enemy resistance and such, is the special heaven's punishment mind? attack? or based on both?

From what I've concluded its affected partly by MST.
I'm not really sure of the details/math on that though.

Maxed out MST RAmarl does like 300-500 each hit I believe.

but wouldn't the enemy's resistance change that 300-500? because i think the special is light based but I'm not too sure. i plan on maxing out my ramarl's MST and that's around 1000 which by itself does decent damage in the 500s even at ult ruins. so shouldn't it be higher?

I don't see how resistance wouldn't affect the amount of damage it would do, haha.

300-500 is standard for a monster who has "normal" resistance like an Arlan or such.

The higher the ELT on a monster, the less damage it does.

This is also the reason why Heaven Punisher and Heaven Striker is capable of ripping episode 4 apart, due to the insanely low ELT for the monsters there.
