where is RSD

i can not find RSD. can any one please tell me which store this is? it is supposed to be the 3rd floor. but i looked all over on both 2nd and 3rd floor and could not find any NPC shop which give away daily stamp.

and also, About access to the common room from NPC, what is the 3rd choice for? i tried it., i only notice the items been highlighted.

Leftmost NPC of the room that was previously closed on US PSU - the last room of the left side on the 3rd floor.
