element TECHNIC level + question

does the element Technic level + affect buffs

for example

does the fire TECHNIC level + increase the level of shifta seeing as it is supposedly a fire based technic

Sadly its attack techs only =( Would be so awesome if it worked for support as well though.

though putting Shifta on the same wand/rod as a foie WOULD increase foies element (And therefore damage if used vs opposite element)
