Can someone clarify what this card actually does? Thanks in advanced.

Assist Return: Player with Assist Cards receive the effect of their cards when this card is set. No effect if the player has no Assist Cards on hand.

If a player has an Assist Card on their character, you can use Assist Return on that Assist Card to have it be equipped on your character instead and gains its effects. The original character who had the Assist Card will be equipped with the Assist Return card instead. Assist Return card moves to the discard pile at the end of the Set Phase.
