It's not possible.
The DLC clothing/weapons are tied to JP PSN accounts since they're downloaded from there.
They won't activate otherwise, especially on US/EU PSP2.

I beg to differ. Try changing the folder name to match that of your region's id, and using a save with the content already saved.
