The more money they put in it the better it usually is.Like Shenmue. But I really don't it costs millions to make this.I would say $900,000-$1,500,000

Bigger games cost tons of money. I believe Metal Gear Solid 4 cost around $60 mil to develop, and i dont even know if that includes advertising. Games like FFXIII could cost even more.

And, people ask why SEGA doesn't bother to advertise over here?

Franchises like Halo, insanely popular, had total advertising costs reaching up into $40 million.
