In the lobby at the NPC that handles Class Skill Trees and Class Changes. Only time it's not available is if you are currently in a party that's in a mission.

Well, damn. Here goes the viability of learning stuff that can't be used. Which basically forces me to spend a crapload of money on potions.

So you can dash in as hunter, then quickly switch to force to heal up, then go ranger because it's hard to get up close to the enemy? So what'd be the point of playing multiplayer then?

Or again, allowing use of them, but toning them down because they aren't used with the right class.

I was thinking the same thing actually, they should allow classes to use the techs, but probably take away the charge for it. This way you wont see people spamming resta and keeping everyone alive. It would just limit you to healing yourself, and by not much.

Or, we could give the Hunter and the Ranger self-healing skills.
