Cant play pspi Content cannot be accessed?

Im logged into my japanese account, cant play my japanese games but i can still play my english account games? any ideas? and I cant get to the store to re-down-load it. Whats goin' on with my stuff?

last option ( system activation)
first option ( game)
activate(first option)

You have to do that again to play the english games
