Processor and RAM are fine for that price, but that computer has integrated graphics which you're definitely not looking for. As far as I know, you wont get near max settings with integrated graphics cards.
If you're willing to fork out an extra £100 for the sake of not building your own computer, I recommend this. You should be able to play the game fine with it, but I have no idea what the minimum you should be looking for to crank out max settings with a good frame rate.

My birthday is coming up soon so I'll have some money and I plan on starting to get some parts to build a gaming PC in the future

Pick a mobo with some decent ratings... AS ROCK is not a bad budget company.

So I've been playing this game for about 2 weeks on an Acer 3830T laptop with an i5-2450M and Intel HD 3000 embedded graphics. Surprisingly, it's pretty playable on Level 2 and even isn't that bad on Level 5, despite the benchmark score of 568 and 249 respectively. I'm looking to build a budget gaming setup to replace the HTPC in the living room, because I don't like subjecting my laptop to hours of torture on end. The thing runs at a solid 100C during gameplay and I know that's not going to last forever.
Now my question is, how much do I actually need. Ideally, I want to run the game with everything maxed out, at 720p resolution. I see a lot of people showing off their 20,000 scores here but I think that's probably complete overkill if I'm able to play well enough with a score in the 500's. I don't want to spend a fortune building a machine for basically one game. I played around on Newegg and found a couple of options for myself.
AMD A10-5800K with embedded HD6670 GPU
AMD A8-3850 Llano quad-core with embedded HD 6650 GPU, however I'll step up to a Radeon HD 7770 dedicated GPU. http://www.newegg.com/Product/Product.aspx?Item=N82E16814202011
Even the HD 6670 is more than twice as fast as the Intel HD 3000 I'm currently using. Would that alone be enough to run maxed out?
I checked the benchmark thread and there were plenty of people saying they're running it full-max with 6+ year old computers. I can't see why not either after seeing how my bottom of the barrel GPU is currently handling things. Also AMD GPU's seem cheaper than Nvidia ones. Is there a reason for this? I used to be pretty into PC Gaming and building systems about 10 years ago but everything is so much different now I feel like a n00b.

Well, overall you will want a dedicated card, not something that is built into the PC or CPU as some AMD CPUs will do.
For the most part, if you have an I series (I3,5,7) CPU and any decent GPU (100-200 dollars) you should be golden for MAX settings.

Are the AMD CPU's that bad? They are nice and cheap.
