If that's the case, you have to find some cards for a better rank. There should be 4 located at certain points during the quest (they are all hidden, you will need goggles to locate them) which you ned to pick up.
I only know the locations for MaxC I. ._. But you can find where they are on the PSP2 Wiki.

Is the purpose of this thread to inform us that Phantasy Star Portable 2 Infinity will not be making it to the US at all?
It's informing us that other publishers won't bother with it.
Sure Sega hasn't completely said much on it, I just won't be expecting to see it on shelves.
