I have a questoin,

If I download the Japanese Version of PSO2 will I be able to set the langauge to English?

At this time there are no plans or at least no announcements to have an English language option in the game.

unknown as yet, but in the CBT .ini file there was a small bit of code

that suggests possible multi language support (changing those values to "US" or "En" did nothing, the code was all mapped to the same language files), i also heard rumors of Koreans playing in their native language, but i don't know if it was a fan made patch like the patch that fans made for the CBT+^_^+

it's free to play, I'd get it now (or at least when Open Beta starts) and if you plan on waiting for a US release just don't buy AC+^_^+
and as for English menus, Google is your friend+^_^+
