Your mag first evolves at level 30. I'm not sure what partisan you happen to be talking about but I think you might be able to find it in the forest exploration quest or through the matter board.

I dont a reason why, It's not like we did anything wrong to get the game, we all registered for a Sega Id and downloaded the game from their site just like all the Japanese players did.
