How to invite NPCs to party?

How do I invite NPCs to my party? I can't seem to find any menu option that shows available partner cards.

In the room with the drop into the mission, when facing that pool there is a terminal on your left side which lets you invite NPC players to the party.

They have to be in your friendlist, and have to have set up an NPC card at the visiophone console
