Well, I went from 24 to 26 yesterday, mainly by being sure to do the city runs when they appear. If you can get in on Hard for those, do it. Otherwise, go grinding in the desert. That seems to be your best bet, honestly.

Run around desert 3 area 2 with a group of friends! Always my favorite.
Priest (HC) on all games. Ship 2: FO/TE

Hunters Club since '01. It's a club, not a clan!

    Up to level 25:

Hard mode client orders from Franka

When out of client orders, run circles around the hard mode rappy mission first map.

    25-30:

    What everyone else said.

    whatever you do

do not do code hunting in normal desert for at least 21-25

it is a waste of time unless you're with 11 other people who are dedicated to doing nothing but grinding and know what they're doing - meaning, first to cap people

Time to waste time in the normal maps collecting photons to unlock Lv31 to Lv40. (The items can't be put into my shops, so can't buy them, either.)
