Techs ?

Hello people.

I'm writing you today because I have a problem and need help.

I'm a Force, lvl 10.

How do I get new techs ? or improve those I already have ?
I remember on PSO1 you could buy some "disks" (if I remember well) to get new techs or improve those you already had, or they dropped randomly in-game, but in PSO 2 i'm completely lost about all this (because everything is in Japanese of course).

Where can I get/buy new techs (by techs, I mean like Foie, Gifoie, Rafoie ; Barta, Gibarta, Rabarta etc ...)

You still find disks, it's the green disk like things that drop from enemies.
