Yes, that's correct. The overwhelming majority of players are still located on Ship 2.
Specifically block 20.

Yeah, no problem.
A word of warning, though: sometimes B20 can get kinda crazy, so a lot of people spread out amidst the different servers. But there should be enough English Speakers in 20 to suit your needs until you've got yourself going.
