Sega ID error

I will start by saying sorry if this is a duplicate thread. This is my first post on PSO World, but I have been an avid PSO fan since Genesis and played PSO for GC for over 600hrs at least. I even bought the game again for my Wii so I could finally legitimately make the Double Cannon. I am glad to join your community.

Intro aside, I am having an issue with creating a Sega ID for PSO2. (I have the game already installed and English patched and it works fine) I keep getting this page every time I attempt to create an ID: https://iway.isao.net/sega/mail_sr.cgi
What does error code 27 mean exactly? Google translate only says "is network error". Are foreign players banned?! I hope not, for I am too much of a fan to not try out PSO2 before western release if possible.

my friend made me acc along time ago but i didnt have a pc good enough for pso2 and now that acc doesnt seem to work and everytime i create a new sega id i get error 025 even tho im sure i put the authentication code perfect everytime... any ideas of what the problem could be?
