I am running Windows 7 right now and as for the .NET Framework, I went to the arks layer site to download it again and it says I have the latest framework

If it's Ohza, update the story patch to the latest version.
If its another character, it may be a new discovered bug.
Can you specify and detail a little more please?

Each time you start Tweaker, the program will download the latest translation files for the items. They use a different method: instead of permanent change in files, they use a cache to translate.
@Wise Man: Do you have any Anti-Virus program or similar that would block the functionality of Tweaker?
This is a long shot, but you can try something. I don't know if it will work though.
You can try to start Windows in Safe Mode, that way, it won't boot some apps when it starts, anti-virus included.
After that, try to run Tweaker, and see if you get a different behaviour.
It's a long shot because I don't know at what level the safe mode blocks or disables any if all functionality of .NET Framework, BUT, you can try it anyways and see what it gives you.

Yep i have both boxes checked they says
items translation
always above
and i apply changes and launch pso2 but its all japanese other than the patches for english and large files

It says "Translate Items" and you click on it, and make a check appear.
You don't need to apply changes. You just enable the "Translate Items" checkbox, and launch PSO2.
When you enable the box, Tweaker will download 2 files rapidly. Those files are the cache that it uses to make the translation.
Sidenote: take in attention that only the item name will be translated. A lot of the description of the items is still in japanese. Also, some items may still be in japanese due to being recent items. Also, in shops, it may take some scrolls or the item list or a fast "close-open" selection to make the items translate.
You do have version 2.6.8.3 of Tweaker, correct?

So far I've noticed it on Klotho, Pudding, Koffie, Kressida, and a few others. And it happens every time I select talk from their menu or (in pudding's case) just plain press the talk button.
Edit: only way out is to close the game; have access to mouse controls and the log window.
@Alex Longstride: Since you're the first (and currently only one, I think) that is having this issue, I think this is something that only AIDA can hint about. Xp
