Happens to me too at the beginning of new installed PSO2 in a new laptop. Just try updating and checking for missing/latest files and also the link that AIDA post there.
I can't give you direct advice, since when that happen to me, suddenly it just got fixed.

ok I tried re downloading the game and tweaker, and after 24 hours this game will still not work on my friends pc, even though she Play fine before the last maint, and help and assistance would be greatly appreciated

Oh my god I think I am going to transform myself into the Hulk !!!!!!!!!!

The game finally works ! The english patchs work, no more game crashing but now I keep getting the 603 error even though I know the password and ID are correct because I passed like 5 friggin HOURS on the d*** Captcha to redo my password !!

EDIT : Oh and I just got this :

EDIT 2 : Ok ! FINALLY the game works. Created character and all. But the game froze when I used a Monomate on the Tutorial. LOL
