I know you can find them in desert but i can't even get 1

Lilipa Vest is a rare item obtained from Lilipa gathering sites, rare meaning that you don't receive it that often. So, in essence, you just have to keep trying.
You can try using a cuisine to improve your chances. Since Lilipa Vests are obtained from gathering (green) nodes, Sub Tunnels Spiral Shell Salad looks like it would be the most helpful, granting 30% improved chance of receiving items of type "Other" (Lilipa Vests are of type "Other"), and 5% improved chance of getting an additional gather per attempt.

The only way to get Ragol Memory nowadays is if SEGA puts them in bonus scratch rewards or in the campaigns for spending/buying X amount of AC during a given period.

At the very, very far back of the Shop Area, there is a counter that will exchange various items with you. The woman on the left handles Badges, and she will trade your Ragol Memories for items.
