I read some time ago that using RDR boosts throughout the entire TD quest is better than using it right before breaking the crystal, is this true?

The Craft section can be access in your Room's terminal. You require 15 Range Discs and around 16k Meseta before you can craft it.
Well, I'd say okay-ish because there are alternatives for that (talking about Br here), and people's preferences may vary.

My team and friends all use their 250% RDR's etc right before the crystal break (for example TD4), they get full drops, 12/13*'s still drop like normal. I would say its your decision to use them for the full duration of the run (which i dont advise because I believe doesnt boost anything, its the rng at the end when crystal breaks for the drop pool) or if your running with pugs you use it right before the Quest is going to end.
They can be any bullet arts? any specific level restrictions?

Only specific PAs are available to craft, specifically, just one of each weapon type (except Dual Blades and Jet Boots which have none).
