For East Coast, currently 21:24, in japan it's 11h24 wednesday. They are 14h ahead (if you're west coast, add 3h).
Maintance is normally from 11:00 to 17:00 on wednesday in japan's time.

Ah! So the game is in maintenance now? Pardon my noobosity, but I just started playing a few days ago and was wondering why I was getting a 249 error code, but from my google'ing it looks like a maintenance code. Is that right?
All ships are on the JST time zone, which is something like +8 or was it +16?

Yep, it'll be back in 5hours or so. If you're on windows 7 or 8(think it works on 8 ), you can get a gadget for times else where Japan/EU, etc.
For reference it's 11:00 ~ 17:00, which is 11am to 5pm JPN time. Currently it's 12:15 JPN time.

To put it simpler terms..
Maint starts 9pm est/6pm pst and ends 3am est/ 1am pst. Europe is 3 or 4 hours ahead iirc.
You got the second pst time wrong, it's suppose to be 12 a.m. aka mid-night.
