It's a account lock due to suspicious activity (usually logging on from a vastly different IP). You can try waiting a few days to see if they remove it, or you can try sending an email to support, but if you are outside of Japan, don't expect much help from them.

Dump anything that you don't use for your class. You could try selling them, but only if they have good affixes.
