What's the best way to obtain Ragol Memories? (if i had to use real money or by other means)

They're mostly given out as rewards during buy AC campaigns. If I remember correctly, it's usually 100 bucks for 3 when they do have them.

why do guranz from xmas EQ not complete my left over necky CF? It is at 100% but won't drop the weapon.

Because that specific requirement can only be completed on Necky.

Yes, just like any other CF, there's always that one requirement that can only be completed on the specific quest even if you got the specified item outside of the quest.

The idea is to get a bunch of +20 10* things. If you don't have a lot of the exact same weapon other 10*s work too though, especially if they're pregrinded. Basically you start with one you untekked and came out at +4 or +5 and pump it with a bunch of other pre-grinded 10*s until it's +20.
