That's Barantsion. It's Ice/Light tech. You can get it by making Claris Claes Client Orders or trade 50 Photon Sphere at the dedicated shop.
There are 2 other dual element techs: Folmelgion (Fire/Dark) and Zandion (Lightning/Wind).
They charge a bit like a mag but only when you do damage with Charged techs (Zanverse excluded) and can only be used if you have a Rod, Talis or Wand in your hand.

I've never bought one but If I recall it's used to change the class of an extra tree you bought.
so for example say you bought an extra skill tree for Hunter but later said you want to change that to Force.....I believe that's what it is for.
