No, Shifta increases base stats only. Base stats include your core stats, MAG, and Skill Tree, but excludes all form of Gear and Active Skills.

What's the deal with this blank affix? It dropped from the Polytan box at the end of the new EQ, and a sizable number of weapons that dropped from the box had it as one of the affixes.

I got 109 after 3 runs, 25 is guarateed, after that it's luck. I need 4000...

I believe that it is "Can inflict Jellen," the ATK lowering debuff.
