It sounds like you used what we call "level skipping" (quotes because there's no real official term, we all just made this stuff up). Mags start to evolve at level 30, and then every 5th level after that. That would mean they only check to evolve at 35, 40, 45, etc. 34? Nope. 36? Nope. If it never lands on a 5th level it never tries to evolve again.
What you must have done is the same as what I did to raise my Tucana - get it to 30, at which point it became a striking mag. After that you leveled it to 34 somehow, then leveled it to 36 by raising range and dex at the same time. Then you got it to 39 and leveled it to 41 the same way. Repeat until it's level 96, and then it'll never try to change second forms again. The next time it tries to evolve after 96 is level 100 - which is when it checks for a third form evolution. I raised mine by leveling striking & dex at the same time instead of range, but it's the same principle.
The first form is just the baby pokeball mag, no evolution checks happen there. The second form evolution at 30, 35, 40...95 checks for which of the 4 stats is highest, which is simple enough. The third form evolution at 100, 105...175 checks for different things - it checks for the dominant stat. It asks if the mag's satk>(ratk+dex), and then if satk>(tatk+dex). If both of those are false it decides satk is dominant and becomes a Delphinus. If (ratk+dex) is greater than satk it becomes a Tucana. I forget what the striking/tech mag is named, but it becomes that if (tatk+dex) is greater than satk.
It's a big complicated to explain, but it's simple enough when you get the hang of it. It's just a shame more mags cost real money, it's a lot of info to take on for something most players will only do once per character.
