I believe it drops from rare Cougar NX who does show up in Beach Wars 2 as well as the Limited Quest.

im trying to figure out why im not hitting as much as my friend. were both using katana. his is a bio katana at 1024, mines a 1* katana extended to level 20 at 1042. we get help from our armor as well, when we compare our attacks from the information screen there around 2000-2100. how come he hits 3200 with a charged sanrankikyou (the area pa) while i only hit 1600ish. is it because im using a crafted weapon?
Pretty much. All non-crafted 7*+ weapons (with some exceptions like Red weapons) have less variance, so they get more consistent numbers, from what I recall.
Oh, I read indigo's response and didn't even realize it was for me, sorry. I was mostly paying attention to my twins at the time. But yes I did fight one in the eq this morning but I was lagging and didn't actually notice the bar that normally comes up indicating you received something. So that's definitely it. Thank you both, I thought I was going crazy. Nothing was missing meanwhile I had a random outfit so I was like wtf lol.
It's probably the damage variance on your weapons like Anduril said. If you want to compare max damage make sure you're comparing only crits and make sure you're hitting the same thing.
Other things that can affect damage are you element (the element percent is a straight damage bonus to your weapon's attack), the level of your PAs, and your skill trees.
Has PSO2 given anyone else some rather major lag issues? My internet runs fine, but just now I sat in a TA I'd started for 3 minutes before it just decided to D/C me.
Nothing else on my PC acts like this, so I don't really know that it's on my end.

They're most likely waiting until the 27th for the maintenance.
They tend to do that prior to large updates.
